Under The Low-carbon Economy In Henan Background Research In Clean Energy Development

Henan is a province with huge energy production and consumption, which has brought a lot of environmental pollution. Because energy industry accounts for a large proportion of total "three wastes" emissions, energy industry is one of the highest pollution industries in Henan, and development of clean energy is an important way to solve the problem. This article focuses on the whole clean energy industry in Henan, in order to find problems and then give some advice about clean energy development.This article discusses the current situation of clean energy in Henan from two perspectives. The first is analysis of clean energy using situation, including reserves, development, utilization and consumption trends of seven major types of clean energy, at the same time, policy factors influencing development of clean energy are studied. The second is clean energy comprehensive evaluation based on3E (Energy-Environment-Economy) coordinated framework. Finally, the article proposes problems and solutions for clean energy development.There are seven main types of clean energy in Henan. Overall utilization level is relatively low, and development potential is large. Utilization level of hydropower is the highest; Development of natural gas is fast, and development priority should be put on coal-based clean energy, biomass energy, wind and solar energy.Main steps of assessing clean energy development situation in Henan are as follows:first, a set of indicator system is built based on3E framework, and weight of each indicator is determined with multiple correlation coefficient method, then calculate results and analyze conclusions.According to the results, trend of overall indicator is decreasing and its value is less than0.5and national average level. Poor performance results reflect that clean energy proportion in Henan is still unreasonable.Based on analysis results, this paper argues four big problems existing in clean energy industry of Henan:slow development, incomplete planning, unsound assessing system and inadequate policy.Finally, the article comes up with some countermeasures from four perspectives to solve problems. At the same time, the article propose to work out comprehensive plans for clean energy development, establish assessment system, strengthen development awareness, enhance the government financial support, add financing channels, and promote technological innovation.
