Life sewage and industrial wastewater discharged into the offshore area after treatment is an important means of making full use of the Marine environment self-purification power and easing near-shore environmental pressures, and its gradually become the main way of coastal area sewage. It is the premise and foundation to realize the discarded sewage emissions offshore that according to Marine natural property, rational use of offshore environmental capacity, considering the engineering construction cost, and the ecological environment of the surrounding seas, choose to offshore sewage outlet in a scientific and rational way. The selecting of discharge outlet has become an urgent research topic in off-shore waters.Reflected in jiangsu area, for example, we study of the method of how to select sewage outlet in open waters. Based on the open sea topography and hydrological characteristics, ecological environment, we puts forward selection principle. Using2d tidal current model and diffusion model of water quality modeling diffusion of pollutants, get rid of the unreasonable plan. Then using multi-objective decision-making theory model and method, establishe the select of discharge outlet in off-shore waters index system, then establish the select of discharge outlet in off-shore waters decision model. We deploy9discharge-outlet schemes in Sheyang area Jiangsu province, Using numerical simulation method for schemes selection, and then using the decision-making model for the rest of the alternative schemes. Ultimately determine the outlet of no.2scheme is the best which located at the South Biandan port in the11m deep water.This paper put forward the primary selection principle of outlet of offshore, it is the first time which established the select the discharge outlet in off-shore waters decision-making model, it is a kind of attempt and exploration. Model considers the three factors influence each other which include natural, engineering and environment, by the method of multi-objective decision ultimately determine the best outlet. Related research results of this paper can provide theoretical basis and decision support for the related management department, conducive to the rational utilization of Marine resources, improve the management level of the Marine environment. On the other hand, the research method of this paper may provide reference for related research.
