Long distance gas pipelines, which undertake99%tasks of gas transmission in China and make great contributions in economic improvement, people’s livelihood promotion, public stability and national defense constructions, are important energy infrastructures. For the past few years, long distance gas pipeline constructions have developed dramatically with the adjustment of national energy strategy and growth of social demands for clean and green energy resource. However, for the reason that long distance gas pipelines have their own specialties such as having long and large-diameter pipelines and high pressure, crossing vast areas with complex natural and social environment, transporting inflammable and explosive mediums, long distance gas pipeline transmission has its own difficulties. Once gas leakage, fire hazard, explosion and so on take place, not only will it cause extensive personal injuries and property losses, but also can trigger a series of secondary disasters such as risks of gas supply, environmental disruption and social unrest and consequently result in serious undesirable social and political impact. Therefore, burning topics need to be researched and solved which determine proper and effect measures to estimate, prevent, and deal with the risks of long distance gas pipelines in order to achieve the goal that long distance gas pipelines are operated safely and gases supplied steadily.Analyzing transmission medium and natural, social and construction features of domestic long distance gas pipeline based on the management and operation practice of Sichuan to eastern China gas transmission pipeline, this paper recognizes and identifies general potential dangerous and harmful factors. On that basis, according to risk level estimation method in HSE management system, considering the requirement of the management and operation of Sichuan to eastern China gas transmission pipeline, modified risk level method is proposed and calculated and furthermore, according to the result, classified crisis management-with hidden risk management and monitoring as its main content-is implemented in Sichuan to eastern China gas transmission pipeline. According to features of common emergency types in long distance gas pipeline, considering region features, risk type and management mode in Sichuan to eastern China gas transmission pipeline, emergency action project which take gas leak management as the principle is established, start with principles, system construction and general process of emergency plan. Two key steps-site cleaning and leakage sealing are fully analyzed and practical emergency rescue actions are presented in this paper. Finally, according to requirements of emergency disposal and emergency management mode, standards of emergency resource allocation which are fit for Sichuan to eastern China gas transmission pipeline are put forward.The practice of Sichuan to eastern China gas transmission pipeline company in construction, start up and operation proves that crisis and emergency management on the basis of modified risk level estimation can take efficient precautions against pipe risk and deal with emergencies promptly and properly, and thus the goal of pipeline supplying gas safely on long-term basis is achieved.
