The number of traffic accidents caused by electric bicycles increases as a high percentage of electric bike trips. As a result, more and more attention is paid to electric bike traffic safety problems. The core content of this paper is to study the safety of electric bike based on traffic conflict technique. The purpose of this paper is to find the differences in traffic safety between electric bike and bike, and to provide a method to evaluate the safety of electric bicycles, providing a frame of reference for policy-makers to formulate relevant policies and norms.Under the premise of detailed introduction of definition, types and discrimination of traffic conflict technique, this paper focused on analyzing traffic conflicts in relation to electric bike and bike in road intersections and road sections. On this basis, traffic survey including traffic volume and traffic conflict was conducted in the different signal control type of road intersections and different cross section form of road sections by adopting the combination of video observation and artificial observation method, in order to get data including mixed passenger car unit, the traffic volume of all kinds of vehicles, traffic conflicts in relation to electric bikes and bikes.First, detailed comparisons of differences on traffic safety aspect between electric bike and bike were conducted realized by two ways specifically:On one hand, by analyzing traffic safety data of electric bike and bike in China and Kunming City respectively, the conclusion that the number of traffic accident and traffic accident rate of electric bike is much more than that of bike, is reached. On the other hand, by comparing electric bike traffic with bicycle traffic in the different signal control type of road intersections and different cross section form of road sections by using traffic conflict types and comprehensive traffic conflict ratio, the following conclusions are drew:a) From the perspective of traffic conflict types, conflicts with motor vehicles and electric bicycles are two main types of conflicts both in road intersections and road sections. b) From the perspective of comprehensive traffic conflict ratio, the comprehensive traffic conflict ratio of electric bicycle is higher than that of bicycle, which further indicates that electric bike traffic is more dangerous than bike traffic.After that, traffic safety evaluation of electric bike traffic in different signal control type of road intersections and different cross section form of road sections was conducted by the method of Grey System Evaluation based on comprehensive traffic conflict in the fifth chapter. The results of evaluation show that:a) Traffic safety situation of electric bike and bicycle in both road intersections and sections is not optimistic; b) As a whole, traffic safety situation in road sections is better than that in road intersections; c) Road sections of cross-sectional form of four panels is beneficial for urban non-motorized traffic security; d) Bicycle traffic is safer than electric bike traffic in road sections.
