Air Defense Projects Of Beijing Public Utilization Safety Issues

Public utilization of civil air defense projects was proposed by the Beijing municipalgovernment to rectify and standardize the use of underground space, aimed at solving thesafety issues emerging in the use of civil air defense projects. Public utilization of civil airdefense projects involves many conditions, where safety management is a prerequisite.Currently the public utilization of civil air defense projects has entered into theimplementation phase. Found in the practice of public utilization, due to the lack ofsystematic research on safety issues of civil air defense projects in its public utilization,resulting in many safety management problems such as inadequate of safety input, safetymanagement not in place etc., and even affect the good running of public utilization ofcivil air defense projects.Based on extensive literature study, through in the forms of questionnaires, visits,discussion, safety management situation of Public utilization of civil air defense projectsis thoroughly investigated, collecting the feedback and suggestions of safety managementdemand and status from county Civil Defense Office, streets, communities, residents andothers in public utilization of civil air defense projects. The safety input, safetymanagement responsibilities, implementation of safety system procedure and training,emergency drills implementation, etc. were analyzed based on the statistical main data.The main problems of safety management are pointed out and the main reasons areanalyzed. And propose personal recommendation in the safety responsibility, safetyinputs, safety management, safety supervision and others, and provides a reference forsafety management in process of large-scale promoting public utilization of civil airdefense in Beijing.
