Research On The Integrated Design Strategy Of Civil Air Defense Project When Dealing With Disasters In Peacetime

The protection space of the city refers to the urban space that can support the evacuation,near masking and related rescue operations of urban residents in the case of air raid or urban disaster,including all the useful space for civil air defense and disaster prevention and disaster prevention.In January 2008,the State Council and the Central Military Commission issued a number of opinions on further promoting the development of civil air defense.It is clear that the integration of air defense and disaster prevention is the core of the modern civil air defense system.The construction of comprehensive air defense and disaster reduction needs to integrate a variety of social resources,including air defense resources,to build an integrated development of air defense and disaster prevention,and to combine modern disaster emergency management with the system of modern air defense and disaster prevention,thus dealing with the damage of air attack war and urban disaster under the condition of information.The integration of civil air defense and air defense and disaster prevention is a period of national peace,relying on people air defense,combining civil air defense with social emergency rescue work,unified management and sharing of resources,ensuring that the government can conduct and mobilize the work effectively,establish and gradually perfect the comprehensive coordination and rescue rescue machine in wartime air defense and peacetime prevention and control.System.The active construction of the "two anti integration" construction is also a manifestation of the comprehensive implementation of the civil air defense law,thus ensuring the life and property safety of the urban residents,and is of great significance to the sustainable development of the civil air defense construction.On the basis of reading a lot of relevant literature,this study recombs the theoretical basis of disaster prevention and utilization system for civil air defense projects.Through multiple perspectives,this paper analyzes and summarizes the representative cases of civil and foreign civil air defense engineering and emergency refuge space at home and abroad,and puts forward the advantages of protection efficiency and space utilization based on civil air defense engineering,and combs the civil defense project from the perspective of city area,emergency evacuation and urban underground protection space system.The design strategy of the integration of urban air defense and disaster prevention system is taken as an example of the civil defense project of the Shanghua commercial city in Li Min Development Zone,Hulan District,Harbin,and the theory and practice are combined to be demonstrated.These studies have certain theoretical and practical significance for guiding the disaster prevention of civil air defense projects in China.
