Huanglong is in the transition zone of the Guanzhong Plain and the Loess Plateau, the special geographical position makes eco-tourism resources very unique and attractive.So tourism development has significant value.Huanglong has a rare large-scale forest resources, biological resources, natural beauty and ancient hunting culture, history and religion culture, folk customs and other tourism resources which make the tourism industry become one of the advantage industries of Huanglong. However, at present, the tourism development of Huanglong has some problems, such as tourism resources are disorderly developed, the tourism orientation is not clear, tourism attractions are not enough, tourism products are on a smaller scale and the capacity of resources and environment are not considered which result in low level and repeatability of tourism. It has become a "bottleneck" of sustainable tourism development of Huanglong. To solve the problems in tourism development, tourism resources, ecological environment, economic and social development status are carried on the thorough investigation and research.Through the suitability evaluation and protection of tourism resources and environment to divide area main body function, so as to formulate scientific and rational way of tourism development which is a kind of methods to overcome the blind tourism development and promote the hsustainable development.In this paper, bases on the theory of the suitability evaluation and tourism regionalization, take into account the particular geographic location, unique tourism resources and socio-economic development, as well as absorbing the concepts and thoughts of principal function zoning. From tourism resources, tourism environment, existing development density and development potential four factors which include the carrying capacity of tourism resources and environment, density and potential of development, quality and value of tourism resources, quality and capacity of tourism environment, the strength of tourism facilities and the degree of infrastructure construction, economic and social development and traffic accessibility nine indicators. Analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method are used to suitability evaluation of tourism development,to get the preliminary program of travel space function zoning of Huanglong.Considering the distribution of tourist resources, the ecological characteristics of the natural environment, economic and the potential with differences and similarities in the space to determine the final program of travel space function zoning of Huanglong.Huanglong is divided into a key tourism development zone, the second key tourism development zone, restricted the development of agricultural tourism area and limit the development of ecological tourism area to determine the orientation and direction of tourism development of each functional area and propose appropriate development control countermeasures.Take Baimatan scenic for a example,according to ribbon development orientation and development of control measures which is proposed in tourism spatial function zoning, formulate tourism development plan.Through analysis tourism development status, tourism resources and tourism source markets, propose tourism space layout, key project and focus on tourism planning and design of two importment scenics.
