The project of rehabilitation and water saving reform of large-scale irrigation district is an important project in the rural water conservancy construction, which demands a relatively large amount of investment. This kind of project has been gradually implemented since1998, and priorities were given to the anti-seepage lining of main canals and branch canals in irrigation districts, supporting facilities of main buildings and water-saving transformations of farmland works to improve the utilization of irrigation water and construct a high-yield, high-quality and high-efficiency agriculture. The project management aims to optimize the allocation of the water resource in irrigation district, to improve the utilization of irrigation water, and to bring the limited investment into sufficient play, thus achieving the sustainable use of water resources in irrigation and the sustainable development of economy and society. The project feasibility study is the first phase in the project life cycle, and also the most important and crucial work of the project. This paper adopted the research method, which combined theoretical study with applications of examples, to make feasibility study into the project of rehabilitation and water saving reform of large-scale irrigation district, with the example of the project of rehabilitation and water saving reform in the Z irrigation area.This article introduced the research background and elaborated the basic theories and methods of feasibility study of project construction. Based on the conditions of water and soil resources and the socio-economy of the region, the study made feasibility analysis into this project from the balance of supply and demand of water resources, technical conditions, social conditions, economic conditions and other aspects. The planning and design of the project was mainly researched in this paper. By comparing several schemes of each main individual package, the study chose practical and feasible engineering measures for the irrigation area. Advanced techniques from home and abroad such as headwaters engineering techniques, water-distribution techniques, water-saving irrigation techniques, water management and saving techniques were synthetically applied to the construction of water-saving reconstruction project in the irrigations. The water informatics construction in the irrigations, project construction management and operational management upon the completion of the project were expounded and environmental impact assessment was made over the project at the same time. The investment of the project has been estimated and the national economy evaluation and uncertainty analysis and risk analysis was carried out in the paper. The study concluded that the Z irrigation area water-saving reconstruction project in irrigation areas was economically reasonable and technically feasible.
