Since the nineties of the last century, people in Sanlin town began the recovery of Chenghuang faith. In the past decade, Chenghuang faith, along with other folk beliefs gradually obtained free development space in some degree. Gradually due to the easing of the country’s religious policy, West Chenghuang Temple was rebuilt under the impetus of the folk force and the west Chenghuang cruise ceremony was also restored. In the process of the construction of West Chenghuang Temple Fair, west Chenghuang faith was translated into the mix faith of gods, the religious Chenghuang cruise ceremony into the folk custom performance, while the west Chenghuang temple was translated from religious sites into a secular space.Due to the cohesion of Chenghuang beliefs, West Chenghuang Temple was rebuilt by the folk. With diffident demands, various civic groups bring different discourses into the Chenghuang temple field, including the discourse of harmonious human relationships and personality liberation, the discourse of the construction of local knowledge and local entities identity by intellectuals, and the discourse of the government’s intention of making use of the folk culture resources to develop local cultural. These different discourses were implicitly reflected through the process of constructing West Chenghuang Temple Fair. The government took advantage of West Chenghuang Temple to get the political and economic significance of local governance. In the process of constructing West Chenghuang Temple, the interaction between the government and the folk is a kind of "governance". Due to internal spontaneous, the government and the folk organized the West Chenghuang Temple Fair by the mode of interaction, cooperation, negotiation, depending on each other and influencing each other, in order to express diffident discourses and gain their common benefits. Suggestions are put forward according to the constructing process of West Chenghuang Temple Fair:First, the pattern of West Chenghuang Temple Fair should be completed and perfected; Second, folk cultural elite force needs to be fully put to good use; Third, participating groups of the West Chenghuang Temple Fair should be expanded; Fourth, the West Chenghuang Temple Fair should be protected in a comprehensive way; Last, folk cultural governance model should be further innovated.
