These days, Along with progressive developing of Reform and Opening,the public’s basic requirement of participating in the nation’seconomic and political affairs is satisfied. Therefore, they have ahigher requirement of the basic cultural rights with different partsincluding taking part in the public cultural life, sharing publiccultural achievements, making cultural products with creativity andprotecting cultural products. This paper aims to find an effective wayto protect people’s cultural rights through analyzing the classicreflection on this topic from Carl Marx, Lenin and Chinese politicalleaders. In the following parts, by probing the present situation ofChinese basic cultural rights and the future development, the thesisconcludes with an effective way of achieving people’s basic culturalrights. Then the author does a thorough analysis on the ChaoyangDistrict in Beijing which was selected as one of the first group ofdemonstration zones for national public cultural service system. Itfocuses on Chaoyang District’s situation and experience in the processof building up a demonstrating zone of national public cultural servicesystem from2001to the end of2013. Furthermore, it also studies theachievements of Chaoyang District after finishing the project fromdifferent aspects such as culture infrastructure, the degree ofpublic’s participation, sharing of public cultural products, culturalcreation and cultural products protection.Currently, China is still concentrating on building a well-offsociety in an all-round way. The uneven of area economy developmentleads to diverse requirements on cultural rights. Consequently, thethesis concludes that the government should work out different policiesand methods to accommodate the real situation of different areas.
