The new-style rural community construction is an essential part of China’surbanization progress. The development of the new style rural community isconducive to shorten the gap between the urban and rural area, to accelerate thecourse of citizenization and to cultivate the concept of democracy andself-government. Despite its rapid development of recent years, there still remainsgreat disparity between the urban community in developed area and China’s ruralcommunity especially those in the western part of China with regard to theconstruction of self-governing ability such as self-determination and self-managementand so on. By taking two of the new-style rural communities for example andfulfilling an on-site research about them, this article points out issues the new-stylerural community faces such as the absence of the autonomous organ, the lag of theidea of self-government and the heavy dependence on administration, and furtherbrings about some optimization suggestions regarding to the establishment andoperation of the autonomous body.This thesis comprises five chapters in all apart from the preface and theconclusion.Chapter one: The thesis introduces the definition of the new-style ruralcommunity and gives an introduction about the background and feature of thenew-style rural community construction.Chapter two: The thesis analyzes the development of the theory of communityautonomy for home owners, the historical course of community autonomy model inChina, and the discrepancy between community autonomy and other similar concepts.Chapter three: The thesis introduces the results of the on-site investigation of thenew-style rural communities in Chengdu.Chapter four: The thesis analyzes the obstacles for the development of theself-management of the new-style rural community respectively from the perspectiveof ideology and legal system.Chapter five: The thesis makes some optimization suggestions regarding to theestablishment and operation of the autonomous body.
