If thepurchaser bought the flat within a certain time, he could obtain special credits. The partⅢ was about that which responsibility of maintenance was belonging to HKHA. Thepart Ⅳ analyzed that as a special proprietor, what HKHA should do in the estatemanagement. In the part Ⅴ, there was the content about the resale restriction of TPSflats.The section Ⅲwas about the empirical analysis of TPS. In this section, there wasoperational state and social effect of TPS.The last section, where there was analysis of the legislation of the mainland.Besides, in the foundation of preamble, it gived suggestion to relevant legislation of themainland.
