The rise of the Internet has brought the profound changes to the internationalcommunity and international politics, and has promoted the reform in moderndiplomacy; accordingly the Cyber Diplomacy has become increasingly the activediplomacy tools in international community nowadays. As the globalization deepensand the awareness of civil society’s involvement in foreign affairs enhances, CyberCivil Diplomacy has stage on the history as new force, which has had increasingimpact on foreign affairs and the pattern of the international diplomacy. In recentyears, the Internet civil power in China has sprung up and demonstrated powerfulforce in several events with external relations.This paper attempts to study the new diplomatic phenomenon of Cyber CivilDiplomacy. Through exploring its theoretical basis and analyzing the cases of CyberCivil Diplomacy both in China and abroad, the paper summarizes the characteristicsof Cyber Civil Diplomacy development in China’s and its influences to Chinesediplomacy.This paper deems Cyber Civil Diplomacy as non-governmental actorsperforming the foreign exchanges and activities of unofficial nature based on themobile internet and communication technologies, with some political purposes or tomaintain some political interests, which objectively have impacts on the relations andinterests of the related countries. The modern Internet information technology buildsan efficient information dissemination and interactive platform, which is the technicalprerequisite for Cyber Civil Diplomacy; meanwhile Web2.0mode has the feature ofinteractive-focus. The two factors shape the features of Cyber Civil Diplomacy inexternal activities: diverse actors, multi-directional interaction, free and efficientdissemination of information, linkage and explosion.This paper focuses on the analysis of the development and characteristics ofCyber Civil Diplomacy in China, as well as its impact on Chinese diplomacy. CyberCivil Diplomacy has brought new opportunities to Chinese official diplomacy, e.g. itis a strong complement of official diplomacy and is conducive to the shape of the good image of the country. However, Cyber Civil Diplomacy has its own limitationsand meanwhile has posed the challenges, such as increasing the pressure ondiplomatic decision-making and leading the domestic issues to internationalizationeasily. The development of Cyber Civil Diplomacy is also facing some difficulties.The civil society should cooperate with the government to promote the furtherdevelopment of Cyber Civil Diplomacy to make greater contributions to the nationalinterests.
