Research On Policy Execution With New Rural Cooperative Medical System

Developing health care undertakings in rural areas is an important manifestation of narrowing the gap between urban and rural areas, and ease of urban and rural medical and health care resource allocation imbalance contradictions need of reality. The report of the18th National Congress of Communist Party of China pointed out that " promote coordinated development of the social security system in urban and rural areas, We should institute a complete, multi-tiered and sustainable system for providing basic social security for both the urban and rural population, with emphasis on making the system more equitable and sustainable and ensuring the smooth transfer of social security accounts between localities." At the present stage, the new rural cooperative medical policy is a favorable policy which is based on the basic national conditions in China, and is also an important part of the social security system. Since the new rural cooperative medical policy has began in2003,it has ten years of history in this year.However, along with the policy in the first ten years, some issues, such as government regulation in policy implementation、"adverse selection" of farmers、the moral hazard of the cooperative medical establishment and urban-rural dual system of medical and health resources compared to the unfairness and so on, still restrict the new policy implementation effect. This not only unfavorable to sustainability of the policy implementation, but also harm the interests of farmers. So analysis of the new policy implementation process and research on the problems and reasons that hinder the policy implementation have important significance for the policy improving.This paper mainly adopts a combination of qualitative research and quantitative research, combined with the policy implementation process model for the analysis of the four variables, three kinds of game relationship in the new policy implementation. At the same time, according to 《2012China Health Statistical Yearbook》 related data for quantitative analysis, in view of the new agricultural policy implementation at the problems existing in the development of countermeasures is put forward, it will be important influence on new farming and policy implementation to debug.
