Study On The Process And Effect Of The Point And Household Policy In Guangdong Province

As a carrier of identity and equity distribution,household registration is closely related to the people's life.At the same time,household registration has the function of social management and political rule,which has become an institutional tool choice for successive governments to manage the country.Since the new century,the drawbacks of the original household registration system have gradually emerged and become an institutional obstacle to economic and social development.The reform of the household registration system is imminent.The point-in-grant policy of Guangdong Province is a transitional policy arrangement with obvious local protectionism.It is a helpless move of the government in the current situation and it is a last resort.What are the characteristics of this policy?What is the effect of policy implementation?What are the problems in the implementation of the policy and how can we effectively resolve the difficulties in policy implementation?These issues are the focus of this study.This article take Guangdong province integral home policy process and effect as the research object,from the perspective of the policy process to examine Guangdong integral home policy from the policy agenda to policy implementation and evaluation of the complete policy cycle,the policy agenda setting interest groups And the opening of the policy window,the characteristics of the policy texts,the problems in policy implementation and their resolution.The dissertation is mainly divided into four parts in the structure of the article.The first part focuses on how the policy community influences the policy formulation during the process of Guangdong integral household policy setting.The second part focuses on analyzing the content,characteristics and policy orientation of integral household policy.The third part is the analysis of the effect and insufficiency of the implementation of integral household policy,and the perspective and satisfaction of residents from the perspective of satisfaction.The fourth part is to put forward the corresponding suggestions for the problems in the implementation of the policy.Specifically,the first chapter points out that the setting of the agenda of integral household entry is the product of the convergence of the source of the problem,the source of the policy and the origin of the political source,and household policies are important for providing intellectual support for promoting economic development and industrial restructuring and upgrading,optimizing the spatial distribution of system management and stepwise empowerment and gradualism.In the selection and application of policy tools,the characteristics of overuse of mandatory policy tools,under-utilization of voluntary-based policy tools and supply-oriented policy tools are presented.Thirdly,in terms of policy satisfaction,foreign migrants generally hold a positive attitude towards the Guangdong Province's point-and-home policy,but at the same time there are also criticisms.In terms of the implementation of policies,the point-in-family policy responded to the petitions of migrant workers to speed up urbanization.And that provided guarantees for the sustainable development of cities and the transfer of industries in Guangdong Province and promoted the standardization of social management and social governance model innovation.However,there are also deficiencies in the point-in-family policy.Such as the fairness and justice of the policy being eroded by economic efficiency and there is an imbalance between the number of indicators and regional supply and fragmentation of public service supply.Finally,the article believes that optimization should be carried out in terms of both philosophy and practice.The policy philosophy should shift from urban utilitarianism to ensuring equal citizenship.Policy practice should shift from "Empowerment" logic to"Integration" logic.The optimization and debugging of policies should weaken the breadth and depth of the use of points in the household registration itself,and optimize the index system of points and the relationship between supply and demand.We should establish a mechanism for sharing the cost of multiple entities,including the central government,local governments,corporate markets,and migrant workers.
