System Reform Of China's Urban Neighborhoods Governance Administrative Ecology Perspective

Our country is in the stage of rapid urbanization, economic development; socialreforms continuously put forward more and higher demands for urban governance.As an important basis of urban governance system of our country, City blocksgovernance system plays a more and more important role in the urban governanceand service. Inspects the system and operation of our country’s city blockgovernance, try to research and solve the problem of system operation, and dissolvethe blocks governance risks, are very important for realizing good governance in thecity blocks. This research focus on the city block governance system and its reformpractice in our country, try to explore the crux of the governance system and thereform practice. The Ecology of Public Administration will be regard as the theoreticalpoint of view. The analytical framework is the hypothesis that the block governancesystem is always with interaction between the ecological.This paper argues that the change and development of city blocks governancesystem in our country is processed in the interaction with the ecology. The standardof measure a good block governance system is that meeting the needs of ecologyand realizing ecological balance. Recently years, the city blocks governance systemfaces a more and more serious dilemma and becomes regime, the crucial reasonwhich caused is that the block governance system was mainly affected by blockspolitical ecology. Eliminate block governance regime and establish the governancesystem where governance diverse work are right path and direction to make a goodgovernance.This study is divided into five parts. The first is the introduction part, whichintroduces the question origin, research purpose and significance of this study andalso the research design and innovation points. Besides, this part also makes asummarize about the related studies, defines the core concepts involved in this study.The second is the theory explanation part, which focuses on the administrativeecology theory and urban district governance system in particular, and puts forwardthe analytical framework of this article: block governance system to interact with blocks of ecological equilibrium model. The third is the empirical research part, makea analysis of the present governance system of our country city blocks, creation,change and development stage, the key to explore the role of district governanceecology in the process, and points out the current our country city blocks the crux ofthe governance system: regime change. The fourth is case analysis part, choose thereform in Tongling case as a typical representative of city block governance systemreform in our country, as a magnifying glass to examine the existing reform practicewhether effective geometric regime. The fifth part is the countermeasures, whichpoints out the direction of the governance system reform in our country city blocks,should be through the blocks governance regime change how to implement multiplework, and how to diversify from four aspects of city blocks governancecountermeasure are put forward.
