Research On The Innovation Of Urban Governance Model Under The Background Of Block System Implementation

The large-scale construction of closed urban districts has affected the accessibility of urban traffic roads and increased the load pressure of urban road network.In 2016,the Central Committee of the Communist Party of China and the State Council put forward some suggestions on Further Strengthening the management of urban planning,construction and management to promote the block system,optimize the block road network structure,gradually open residential districts and unit courtyards,and realize the publicity of internal roads.Establish the concept of "narrow road,dense road network" urban road layout to alleviate traffic congestion problems.The promotion of block system requires the opening of closed residential areas,which involves not only safety and environmental issues,but also the conflicts of interests of the government,real estate developers,property companies,owners and other multi-stakeholders.In dealing with these problems and coordinating interests,we can not only rely on the administrative power of the government,but also need the city self-governing organizations such as neighborhood committees,Street offices and community self-governing organizations to play their role in coordinating all parties.Based on the study of block system at home and abroad,this paper makes a multi-angle and interdisciplinary study and analysis of block system,and creatively analyses the role of the main body of urban grass-roots governance in the implementation of block system,and considers what difficulties the main body of urban grass-roots governance needs to overcome to transform to better serve the implementation of block system.This paper defines block system and urban autonomous organization in theory,and takes governance theory and new public service theory as the starting point of theoretical research.By studying the mechanism of the role of the main body of urban grass-roots governance in the history of urban grass-roots governance in China,and through the analysis of typical models,and learning from the mechanism of the main body of urban grass-roots governance in the practice of foreign urban grass-roots governance,this paper studies the mechanism of the role of autonomous organizations and its transformation direction from these two perspectives.It is concluded that the transformation of urban grassroots governance mode under the background of block system needs to solve the problems of public security and social environment,class integration and multi-interest coordination,and explores the countermeasures and suggestions of transformation from the problems and causes of urban grassroots governance under block system.
