Research On The Prevention And Control System Of Block Community Security Based On Compound Governance

In recent years,in order to enhance the vitality of the city,improve the urban traffic,and promote the sharing of public facilities,China has promoted the construction of block-based communities in cities.Therefore,the construction of community security prevention and control system under block system not only affects residents’ sense of security,but also profoundly affects the implementation effect of block system policies.In nanning,sunshine 100 east international community,jiayuan community and asean business district twelve countries park are typical block communities,through the three community policing and policing work conditions were analyzed,and found that community neighborhood system has increased population movements,frequent theft,robbery and fraud cases,disputes rise and increased security hidden danger,a community policing is faced with severe challenges.However,the lagging adjustment of police work mechanism,the old way of police work,the shortage of police resources allocation and security facilities construction,and the poor cooperation between police and other participants also restrict the development of community security prevention andcontrol system.The reason lies in the complexity of the transformation from a closed community to a block community,and the single thinking,single subject and single mode are no longer suitable for facing complicated social problems.In this regard,we should set up a composite governance thinking,adhere to the unity of problem-oriented and goal-oriented,promote the participation of multiple subjects,and optimize the cooperation mechanism,especially strengthen the cooperation between the police and other government departments,social forces and residents.At the same time,the police work mode should be innovated,and the reception and handling mechanism,patrol prevention and control mechanism,daily detection mechanism of security risks,dispute resolution mechanism and floating population management mechanism should be built to adapt to the neighborhood system,so as to solve various complex problems brought by space expansion.In addition,relying on various technical means,breaking the information barrier,can better build and improve the block system of community security prevention and control.
