Kazakhstan is one of most important neighbors in northwest of China. And now it is gradually developing into a regional power in central Asia and outer Caucasus.So its political stability in the process of political transformation is not just important to itself but also the Eurasian continent. In the early90s, Kazakhstan declared independence and Nursultan Abishevich Nazarbayev became the first president of the republic. After twenty years development, Kazakhstans modern political structures-a presidential system had changed a lot. Quite different from the presidential system of America, Kazakhstans President system has its own qualities in various aspects. The development process of the President system can be regarded as the representatives of the political democratization and modernization, which is the important analysis factor of the political transition process.Therefore, this paper studies the development process of the presidential system of Kazakhstan and analyzes the factors which influence the process and how they affect in the long run. At the same time, this paper is supposed to reveal the important influence of the presidential system in political, economic, cultural and national construction aspects of Kazakhstan. Finally through the analysis of the limitations of this presidential system, the paper predicst the possibility of political development direction in Kazakhstan. In this paper, the author expects to contributes some valuable reference to political transition by all these analysis above.So far, there are related research in Republic of Kazakhstan from the perspective of political system. This paper makes up for the shortage to a certain extent. Based on the constitutionalism in the modern political practice, by analysing from the connotation of the political system, the author declares the Kazakhstans President system to be a Super-Presidential system.And then it goes to analyse the factors shapes the special political system, the characters that the super-presidential system has, and the limitations of the system.
