Administrative power itself has limited features, but at the same time it is also aninherent expansionary powers. From the trend, the executive powers of the modernstate seems inevitable. Expanding of Chinese executive powers, the reason is verycomplex, because both the old system, the process of modernization. The negativeimpact of the executive powers was manifested, and government agencies bloatedstate a serious impact on the development of constitutional, administrative powersslowly deviate from the social objectives, in addition, the expansion of administrativepower has also led to a plethora of human, financial and material waste. Therefore,limiting the expansion of administrative power cann’t wait.Limited government is a form of government, in this form of government, thefunctions of government, powers are limited by the constraints. Since the reform ofthe economic system, China has entered the era of market economy, in the marketeconomic system, the market allocation of resources to play a major role, thegovernment only plays a minor role, so omnipotent government planned economicsystem, the market economy is urgently needed limited government "escort." Inaddition, domestic and international experience shows that the reform of the politicalsystem often can not escape the cycle of reform-expansion-reform, so we might aswell return to the original theory of the origin. Limited government has a strong toolproperty and its protection mechanism can be a good executive powers limited to acertain range. Limited government is a means, it is also a target, by constructing alimited government can effectively control the expansion of executive powers.However, the construction of a limited government is a complicated systematicproject, must be combined with China’s actual conditions and should never copy theWestern experience.
