China’s local legislative text concerning open government information is generally limited to the regulations of the local governments. At present, only a few local laws and regulations are introduced. From a perspective of comparison on legislative texts, this paper not only makes comparative studies of the regulations on open government information issued by the local governments, but also makes summarizations on successful legislative experiences with particular focus on legislative innovation. The paper also points out the common problems in legislation and offers some suggestions on strengthening and improving the legislation on open government information in terms of legislative concept and content. In respect to legislative concept, the right of the access to the government information should not only be granted to the government but also in the hands of every citizen, legal person and organization. Meanwhile, open government information can also serve as an important means of regulating the exercise of power. On legislative content, the fields of government information should continue to be expanded and good work should be done to guarantee every citizen, legal person and organization’s right to the access of the government information in order to restrict respondent organizations from administrative omission and circumventing obligations of opening government information to the greatest extent.
