Research On Open Data Portal Assessment System Of China's Local Governments

Under the background of big data,open government data is an effective way to release data value and create social benefits.The assessment of open government data portal is an important part of the implementation of open data,helps to supervise and guide the implementation of open data portal,gets feedback of the operation of open government data portals.The essence of establishing a comprehensive assessment system of open data portal is to determine the key evaluation indicators that affect the level of open data portal,clarify the impact of each evaluation indicator on maintaining the level of open data portal.This paper absorbs the latest research results of open data evaluation at home and abroad,focusing on the analysis of "open data barometer" and "global open data index".After introducing the relevant theories of open government data,the definition of open government data evaluation is given.At the same time,referring to the 5S concept model of digital library,the concept model of open government data based on data and service is put forward.According to the relevant elements of the provided model,this paper creates an assessment system which contains two indexes of the first level,such as metadata,data representation,API,APP and interaction,and 23 second level indexes,such as the metadata description integrity evaluation.After the completion of the indicators system,this paper also determines the measure methods for indicators to ensure the scientific and objective evaluation of the indicators.After the assessment indicators system built,this paper designs an assessment process system of automatic evaluation data collection based on programming,which guides the implementation of evaluation work and ensures the accuracy of evaluation data collection.This paper selected provincial domestic data portals as the evaluation objects,using the web crawler,API calls and manual collection methods for data collection.The assessment result shows that the level of open data portals of domestic provincial governments is low.In the aspects of metadata construction,the format of the datasets,machine readable data,the proportion of timeliness,API design and interactive services,there are still much work to do.After the results analysis,the implementation experience of American national open government data portal is introduced.Also,this paper compares the differences between New York and Shanghai on open data development,put forwardes the construction model of open data portal model for domestic open government data implementation.
