Improve The Credibility Of The Government And University In China

The research of the public reliability of the government belongs to the area of political ethics, since it refers to both the politics area and administration area. From the word of "reliability", the management of the society by using governmental power, as a result, the sense of trust was built in people could be reflected. Improving the public reliability of the government was an essential target of building the governmental administration ability and creating the way of administration management. The paper sets "idea, rule and action" which are three main elements of the public reliability of the government as three main lines, together with the current social background and the real actions of building the public reliability of the government to explore the path of improving the public reliability of the government. The paper was wrote in "overall to separate" structure and comprised of five parts:In the first part, the public reliability of the government was generally introduced, including the concept, the components and the main characters. The description contains "social contract theory","theory of responsible government" and "the idea of people-oriented" and other theories which are all the theory basis of improving the public reliability of the government; and through which, the real meaning of improving the public reliability of the government and building a socialist harmonious society were clear.In the second part, the current situation the construction of the public reliability of the government was analyzed. Secondly, the problems of the current public reliability of the government and the bias the idea of the governmental administration and the imperfect of the administration rules and the problems in the civil servants’ actions were pointed out and the reasons of the above were also analyzed.The path of improving the public reliability of the government from the view of administration aspect, establishing the administrative idea of "the idea of people-oriented", training the quality of "honest and trustworthy" and the emphasizing the consciousness of "pragmatic" were described in the third part. Fourthly, explore the path of improving the public reliability of the government from the view of construction of the rules. Set basis in strengthening the construction of administrative rule of law, set the focus in democratic decision-making, information disclosure, accountability, and treat the democratic supervision as indemnity and comprehensively evaluate the government performance to improve the public reliability of the government.Finally, explore the path of improving the public reliability of the government from the view of standardizing the civil servants’ actions, which contains strengthening the power of anti-corruption efforts, punishing the acts of corruption according to law and strengthening the cadre ranks starting from the cadre and personnel system.
