Norway, a small developed country in North Europe, is accord with thecondition of accession to EU. But she has refused to join the European Union.International Society recognizes that Norway has Euroscepticism. Indeed, there areEurosceptical behaviors, Eurosceptical thoughts, and Euroscepticism power, which isoutstanding in Norway civilians. Euroscepticism, as a concept, was birthed on aBritish newspaper in the1980s, and its first behavior can be moved back to French inthe1960s, but it becomes real popular in the international society from the end ofthe cold war. At present, many experts and scholars have made a definition ofEuroscepticism. Although the definitions of the concept are not uniform completely,but they all around a common core to express, this is ‘Europe’. Therefore, studyNorway Euroscepticism, it is bound to research on two aspects of Norway andEurope.This paper uses the Constructivist Theory to research the NorwayEuroscepticism on the mutual construction during the interests, identity and culture,which are three aspects of country. Beside this, the research must be bound toNorway domestic society and her international society. First, from the history andculture of Norway, we can find out that the experience of Norway in the history ismainly reason of Norway Euroscepticism. And Norway modern political arty systemcould affect the current Norway government’s attitude and methods to theEuroscepticism in the domestic country, especially to the Eurosceptical folk andbehavior of Norway citizens. Beside this, I research differences and negative attitudesbetween Norway and European Union from politics, economy, society, military, andsecurity. This may cause the whole Norway against join the EU. Third, I researchNorway international actions at the European level, which may promote the processof European Integration. At last, I sum up the essence of Norway Euroscepticism, andNorway’s different attitudes and behaviors to EU and Europe. Then, I put forward aconcept of Norway Euroscepticism, which called “ring policy”, summary somechallenges which Norway has to face with when she insists her current Europeanpolicy at the same time, and forecast the development of Norway Euroscepticism.
