In the process of global economic and political integration, the wave of immigration has become an indispensable part of globalization. The immigration issue has become a focus of world attention. For EU countries, the lower natural growth rate in Western Europe had produced strong labor demand, which forced many countries to introduce foreign immigration. But the immigration problems had always been difficult to solve. Two typical Western European nations of immigrants is Germany and Netherlands. The main policy of immigration is "assimilations", meanwhile Netherland uphold the tradition of "multiculturalism" policy. But both the integration of immigrants had ended in failure. In the21st century, they began to seek a balance in the two theories to adjust immigration policy and try to make the immigrants integrate into the local community and also retain their original traditional culture.In perspective of foreign population integration, I am going to make historical analysis and comparative study in the formation and future development trend of immigration policy in Germany and the Netherlands. Their basic cultural traditions are contrary to each other. And there are differences between their immigration policy and integration policy and there is a convergence in the future. I’d like to make clear the impact for the foreign ethnic groups to integrate into the local culture, and provide a reference for later immigrant integration policy formulation, and also provide a new attempt for the entire Western European immigration policy-making.
