With putting forward "Beautiful China" concept, environmental protection, sustainable development and other related content seems to be the hot topic of fashion. People in all walks of life have been brainstorming around it, in order to contribute to the construction of ecological civilization.It seems to have failed to "escape", this research studies the process of environmental destruction in a Russian village. This process began with a large-scale immigration of Mongolian in the1990s, a massive Mongolian foreign emigration, mainly external manifestations of depletion of natural resources and a decline in the quality of the living environment, and ultimately led to the resources competition and strained ethnic relationship. Obviously, population, resources and the environment are three main factors in this process which have interaction on each other, three core elements overlap in the livelihoods and stringed together by livelihood, this is the reason why I choose livelihoods to be the title rather than ecological environment. Purpose of the study is to understand the status of Chinese Russians living in today, discover and analyze the social problems.Livelihood change is a process; the process will take time to fulfill. In this paper, field studies, research and literature combining research methods, comprehensive quantitative research and qualitative analysis, respectively describe the specific content of Russian means of livelihood before and after immigration. By contrast, I found that the abuse of natural resources, the degradation of environmental are direct causes led to of changes in livelihoods, while the country’s political and economic reform is the fundamental thrust of its change.Ecological environment and natural resources are public goods. American scholar Harding for the usage of public goods has raised the famous "tragedy of the commons" theory. He believes that unclear ownership causing "tragedy", this process the best interests of the individual pursuit of self behavior will eventually lead to collective irrationality. However, I believe that "tragedy of the commons" is essentially a lack of mutual restraint, under the premise of the major benefits are expected to lure, the private principle in the "commons" and without restraint, the consequences of the application. At this time,"the commons," the property is "private" or "public" has been irrelevant, the key is how to regulate the right to use, how to control the abuse of private resources.Breaking the country’s political and economic reform is precisely such a binding. It is not just a means of subsistence livelihood, it is the interaction between man and nature to stabilize the long-term, binding patterns of behavior. Powerful political force-break the traditional means of livelihood, it disrupted contained therein harmony between man and nature of the order. The old order is broken, the new order has not yet been effectively established, and the Mongolian immigration is in this order into the chaos of the village, disorderly and uncontrolled "splurge" behavior also understandable. Therefore, this paper concludes that we need to do is to rebuild the stable and orderly person to get along mode. Order as binding, can be obtained from both inside and outside the establishment. The performance of the external constraint system and norms, the intrinsic binding is moral and emotional. In most admired "institutional determinism" Today, I prefer through the intrinsic moral and emotional restraint to protect the natural behavior prompted to complete.
