Interaction Mechanism Of Community Correction System In The Chinese Context

Economic society has achieved a rapid development since the policy of reform and opening to the outside world lasting for more than thirty years. Form1979to2007,the average increasing rate of gross regional domestic product in China was13.3%.⑤ith the rapid development of economic society, the crime rate has been undergoing a substantial increase with a rising trend in fluctuations.⑥As main battlefields for traditional punishment, prisons are over-crowed, produce cross infection⑦and have something wrong with personality of prisoners⑧.Those above-mentioned problems are being given rise to people’s attention with each passing day. The question about how to rectify criminals in a more scientific way in order to increase the quality of rectifying has received extensive attention from government, academia and even the whole society.This article begins to get involved into the research about community rectification from a special social phenomenon of prisons in communities. Aimed at shortage of research existing of concrete practice about community rectifications, this article, setting"The Sunshine Halfway House" in Chaoyang District of Beijing as an example, is exploring deeply about the practice of community rectification in Chaoyang District of Beijing in order to describe the systematic interactive mechanism of community rectification dominated by government. The author visited Chaoyang District with community rectification by himself and made everything about interactive mechanism of community rectification systematic through taking advantage of research methods such as document research,field research interviewing method and so on. Through participating in community rectification of C Office of Justice and interviewing the staff in Court of Justice, Procuratorate, Administration of Justice, Public Security Bureau, Civil Adminstration, Human Resources Department and Social Security, reading pertinent literature about community rectification in our country, the city of Beijing and Chaoyang District, the author established the horizontal cooperation system at the same level and the longitudinal guiding system at the different level, with Administrative Organization of Justice as a core and Court of Justice, Procuratorate, Administration of Justice, Public Security Bureau, Civil Adminstration, Human Resources Department and Social Security as subjects. This article structures the vertical and horizontal interaction system of community rectification in Chaoyang District in the macroscopic view.This article compares advantages with disadvantages about community rectification in this district through researching systematic interactive mechanism of it in Chaoyang District. It estimates not only the position of"The Sunshine Halfway House" in community rectification system of this district but also the direction of future rectification. The research about interactive mechanism of community rectification in Chaoyang District in Beijing provides our country’s further researching it a vivid case.
