| With the more and more disadvantages of traditional imprisonment models,it can not satisfy the spiritual needs of criminals.They become eager to return to the society and look forward to contributing to building a harmonious and steady society.Therefore,it becomes increasingly significant to explore new community rectification models.Since2007 Harbin has officially launched pilot projects for community rectification.With the unremitting efforts of these years,it has made great progress.However,we still have lots of difficulties and problems.In this context,it is of great significance to study the problems in building community rectification system in Harbin,analyze the causes of the problems and find out the right way to establish the system so as to build a harmonious society and promote steady development.According to the reality of Harbin,this paper sums up the reality of the operation in Harbin community rectification,the staff of the community teams,the analysis of the causes and comes up with the measures to improve the system.It mainly includes following several points: to persuade residents to accept community rectification;to perfect relevant regulations in probation,parole supervision and legislation;to specify relevant standards;to make community rectification more operable in order to increase application rate for community rectification.It helps to develop community culture step by step,improve community construction,contribute to the development of community rectification and building a better circumstance for it.Furthermore,it can build better legal system for community rectification,feature the operating subjects,give authority to judicial and administrative organs to enforce the law,improve the construction of community rectification staff,build a scientific punishment system so as to perfect the community rectification system.After these,it can contribute to the community rectification and satisfy the needs in socialization of execution. |
