Community Correction Management

Community correction has become the trend in the world on penal execution and criminal correctional system. Because it is harmony with the concept of restorative justice, criminal justice, and some other judicial new concepts, in western countries, community correction has become the dominant punishment in the criminal enforcement system.Community Corrections is relative to imprison in execution, offenders will be placed in the community for correction of their crime awareness and behavior vices in a judgment or prescribed deadline by specialized judiciary with the assisting of the relevant social groups, non-governmental organizations and community volunteers so that they will smooth return to the implementation of penalty enforcement activities of the society.In2004Baotou as a pilot city began community correction. In these years Baotou has obtained some achievements, mainly displays in the following terms: initially form of community correction organization, found a set of basic system of community correction, expand of community correction team etc. However, there exist gaps and inadequate:lack of strong legal protection, relatively single on community correction forms and means, unclear status of the subject of law enforcement, lack of professional personnel on community correction, lack of procedure protection system.Based on the problems appearing in the community correction in Baotou, we can see that at the same time of development of the community correction in China, also need to take some measures to maintain the system of community correction, such as legislation, to increase the community correction forms and means, to make definite of the status of the subject of the law enforcement, to achieve the rectification personnel specialized, to establish community correction of procedure protection system.Besides the introduction and conclusion, the main content is divided into three parts.Part I:General description of basic theory of community correction. This section mainly introduces the definition of community corrections (internal and domestic), basic characteristics, theoretical basisand status of the community corrections in China.Part II:Analysis on the current situation of community correction in Baotou. This part briefly describes the brief introduction to the community correction in Baotou including establishing a new system, correction of staff and basic situation of corrected object.Part III:Achievements of Baotou in community corrections, the problems encountered and in-depth analysis of the cause of the problems.Part IV:Several considerations for further strengthening of community correction in Baotou, in view of setting down specialized community corrections laws and regulations, increasing in the form of community corrections and mean, establishing the system of community corrections management to achieve the correction of the professionalization and the personal safety of the community corrections management security system and further promote Baotou community corrections to be conducted orderly.
