China has determined strategic plans of leapfrog development and long period of stability in Xinjiang Uyghur Autonomous Region, In the2011working conference on Xinjiang. It made the leapfrog development became the main target and way of the social development in Xinjiang. Raising method of leapfrog development has a solid theoretical foundation, and it can effectively promote the progress of Xinjiang. Achieving leapfrog development in Xinjiang include three parts:economics, society, science&education. In the process of leapfrog development of Xinjiang, the full employment of local minority ethnic will play an important role, as the key element in the development of Xinjiang’s economics, society, science&education.Currently, the situation of Xinjiang minority ethnic employment presents some new features:the trend of employment is optimistic, the structure of employment is improved, and the channel of employment is expanded. But there’s still some problems:the employment pressure increases continually as the lower level of economic and urbanization, while the population climbs sharply. With the outdated concept of employment, change of Xinjiang minority employment structure lags behind the industrial structure. Xinjiang minority employees’ labor ability needs to be further improved, and that leads to a gap between the level of human resources in Xinjiang and the developed area.To realize the full employment of minorities in Xinjiang, improve people’s living standard, and realize the leapfrog development, we should edtablish an employment security mechanism from bottom to top in the foundation of advanced theories of employment and backward advantage. This requires attention to the following aspects:the government should improve its function, constructing unemployment monitoring and early warning system to optimize the employment security. Xinjiang should make full use of external assistance to develop its own economy to achieve uebanization. It’s important to optimize the structure of economy and employment through methods like developing specialized agriculture, strengthening strong industrial enterprises, expanding the tourism-industry, and supporting the non-public economy, etc. Xinjiang must adhere to the people-oriented thought to explore a new model of human resource development, and measures like Shanghai model (establishment of informal employment labor organizations) and development of occupation education should call people’s attention.
