Nowadays life-long education and learning-oriented society establishment havebeen the current of time of international education reform and development. Developingcommunity education is exactly one of the important methods to realize life-longeducation and the establishment of learning-oriented society, and the research on thetheory and practice of community education has been an important component ofeducation reform of every country. Community education is a part of the great educationsystem and induces the synchronous development of education, economy and society.Community education is a kind of education system and promotes the cooperativedevelopment of education and society. Community education is some sort of educationnetwork, realizing the integration of school, family and society, as well as the two-wayservice between education and society. The quality of the spread of communityeducation directly affects the development of community and the artistic appreciation ofcommunity members. The economic development of eastern, central and western Chinais imbalance, discrepancy between these regions is big, each region must question andexplore a education mode which conform to itself in the process of developingcommunity education, or possesses the character of "indigenization", making everyeffort to establish a kind of community education mode that adjusts to the developmentof local politics, economy, culture and education.The research and spread on community education by Wuhou District in Chengduis of representative and a "Wuhou Mode" has been formed. The innovation of WuhouDistrict is the decision to establish the education mode "Double Three" as the overallguiding ideology of the development of community education. To realize the integrationof education resource by "Double Three" mode, the permanent mechanism and suresafeguard of community is guaranteed. On theory and strategy, Wuhou District changesnotion, the idea of "community school" sinks deep into the hearts of the people; byvigorously exploiting education resources and actively setting up fine environment thatcontributes to the development of community education, the government, society andschools can serve community education in every aspects. Practically, the main action strategies of the education in Wuhou District are: to speed up the construction ofthree-level network with the goal of establishing community education modeling street;two-way opening up between school education resources and community, adequatelyexcavate and display the education function of community; preparing to build "WuhouDistrict Community Education Net", to make a digital platform of community education;to start an activity of constructing culture center of learning-oriented community,forming a characteristic branded education of "one street one brand" after years ofdiscoveries; to carry out six projects and promote the level of education and innerquality of inhabitants on the whole; to set up characteristic courses that link closely tothe need of era development. The experience that can be adapted from "Wuhou Mode"is as follows: making up regulation security system with the foundation of policy,establishing digital education mode resource sharing platform with the method ofinformationization; building up learning-oriented communities in city that emphasis onorganization; constructing grumous atmosphere of struggling for the best with the leadof demonstration; building intellectual supporting groups with the pacemaker ofbackbone; establishing life-long education courses with the breakthrough of researchand development and so on.Certainly, the education mode of Wuhou District is not perfect, for example, theestablishment of standardization and institutionalization of community education is notensured; the security and integration mechanism of human resources remains to bedefective; the support and security of network technology should be further reinforced.Several aspects should be implemented to perfect the mode: strengthen legislation, toaccelerate the process of establishing policies and institution; continue to deepen theintegration of education resources; to complete the construction and background supportof the network platform of community education; energetically expanding Public Parkand square culture, developing business and culture circles relying on existingadvantages.
