Since the founding of the People’s Republic of China, the party’s first generation of collective leadership, led by comrade Mao Zedong, preliminarily established the fundamental position of agriculture; The party’s second generation of collective leadership, led by comrade Deng Xiaoping, associated rural areas with reform and opening-up policies, breaking the single economic model and carried out the system of villagers’ self-government; The party’s third generation of collective leadership, led by comrade Jiang Zemin, actively summarized the experience of China’s rural reform and development, and explored a path of the new socialist countryside construction with Chinese characteristics under the guidance of the important thought of "Three Represents". Since the21st century, the communist party of China constantly adjusted the development strategy of issues concerning agriculture, countryside and farmers, and implemented the policy of industry nurturing agriculture, developing countryside through urban development. In2005, the party’s Fifth Plenary Session of the Sixteenth Central Committee proposed the historical tasks of constructing a "production developing, life well-off, local custom civilized, village neat, management democratic" new socialist countryside. By2013, the central committee of the Chinese communist party’s No.1Document focused on the issues of agriculture, countryside and farmers for ten consecutive years, developing and innovating policies of new socialist countryside and enriching the party’s new countryside policy system. At the18th Party Congress, it is clear that to solve the issues of agriculture, countryside and farmers is the top priority, at the same time, our Party will promote the integration of urban and rural development and thoroughly accelerate the pace of the new countryside construction.As a continuous developing and innovating system engineering, the construction of new socialist countryside needs the support and promotion of institutionalization in rural governance, which also provided the advantageous environment and reliable protection for the implementation of the new socialist countryside construction. Therefore, this article is set in the construction of socialist new countryside, and based on the survey conducted by Xincheng town,Yizheng city, Jiangsu province, where I worked for nearly four years as a university village official. The purpose of this article is to think and explore the history and present situation of the institutionalization of rural governance in China, including needed contents, and analyze rural governance issues on the level of "system", then puts forward the system of "alienation" concept, perform it and investigate its reasons, using the methods of theory with practice and contradiction analysis, through the investigation and study in rural first-line. Aiming at the forms and reasons of the "system alienation", the author put forward a series of reform measures in the end, which is based on the reality and look to the future from the angle of the "system innovation". The Reform countermeasures contain three aspects, ranging from country democracy, country ruled by law to rural talents, such as developing rural deliberative democracy system, responding to enacting law of the township grass-roots government organic law, carrying out special talented person raise mechanism, etc.. Everything above has a certain practical significance and time value, and also reacts to the socialist new rural construction of the great historical mission.
