Samuel P Huntington is a renowned international political scientist, has outstanding contribution in almost every field of political development theory. In his lifetime, alone or with others wrote about17books, published90papers. Political Order In Changing Societies, Third Wave, Who Are We? and so on were his representative works. Huntington’s works deeply affects the generation of Chinese scholars after the reform and opening-up. Domestic well-known political scholars mostly works are very familiar to it. For his views, has also praised and criticism.Huntington is also an early comprehensive discussion of developing the theory of political participation of scholars. The developing countries for the prosperity of nations desire, embarked on the road of modernization. However, the modernization of the road was not flat. Some of these countries after the initial development, but lost in the recession, political chaos. Western political scholars have studied a lot on politics in the developing countries, but also quite achievements to the research of political participation. Some scholars found political participation in developing countries compared to developed countries, has its unique. But for the traditional western political modernization theory limitation, these scholars can not solve the problem of traditional theory and reality of political discord.Huntington plays a continuity of function in the study of political participation of developing countries. And he cleared connotation and extension of the concept of political participation. And then he summarized systematically unique participation model, influence factors and operation characteristics of the political participation in the developing world. Huntington has a whole research on the political participation of developing countries.In the influence factors of "participation", Huntington believes that the macroeconomic factors include the social economic development, social and economic equality, political stability, political culture. At the same time, the micro factors have personal education level, income and wealth, occupation, economic independence and dependent. For medium factors, he analyze "the poor" a special class of political participation. On this basis, Huntington put the "free mode" for the development of developing countries, political participation—"two stages four model" theory.
