The Main Problem Of Our National Government Performance Evaluation Areas And Countermeasures

Government performance evaluation as an important tool to assess and improve government performance is a leading issue of modern public management research; an important symbol of the contemporary administrative paradigm shift; and also it is the core content of the reinventing government movement in many countries of the world in recent decades. Since the1970s, along with the surging of the "new public management movement", Britain, the United States, Australia, New Zealand, South Korea and other countries have launched "in the government to introduce market mechanism","create service, high performance government","the public and results-oriented","the government performance evaluation as the core" of the government management innovation wave. In this campaign, how to improve government performance in response to citizens, markets and the needs of society has become an important aspect,and government performance evaluation has been a great deal of attention and promotion. The practice of developed Western countries has fully demonstrated that the performance evaluation is to strengthen the government management, and effective means to improve government performance. Today, the government performance assessment has become an important issue worldwide, and many countries enhance the government performance evaluation as an important part of the government reform.Relative to foreign countries, China’s government performance evaluation start later, and mostly belong to the indigenous exploration. Today, the world, our country and our party has undergone great changes, especially with the promotion of reform and opening-up and the development of socialist market economy, China has in the social transformation and contradictions of prominent, therefore, citizens have increasingly high demand for public services. China is a multi-ethnic country, regional ethnic autonomy is a basic political system of China. At present, China has established five autonomous regions,30autonomous prefectures and120autonomous counties (banners). In55ethnic minorities, there are44ethnic groups have implemented the ethnic regional autonomy, exercising regional autonomy in minority population accounts for71percent of the minority of the total population, and national regions area accounts for64%of China’s total area. Governments of national regional autonomy areas are responsible for the development of ethical regional economy and various social undertakings. It is also their obligation to improve people’s living standards, to promote the unity of nationalities, to expedite social fairness and justice, to protect the ecological environment etc. Their govern ability is strongly related to the development of the whole country. Therefore, carrying out ethical regional government performance evaluation is significant:it is helpful to promote national regional government function transformation, to improve government performance and public service capacity; it is also helpful to standardize government behavior, to promote administration by law; it is of great benefit to contribute to the transformation of national regional government work style, to improve the government image. From the practice of domestic and foreign government performance evaluation, basic theory and its development trend, the author combines with the reality of national regions and2011summer vacation to Jilin province to carry out the government performance evaluation research, and analyzes the shortcomings of the performance evaluation of the national regional governments, especially focuses on values, the main assessment index system, the evaluation procedures and methods, the use of assessment results, and how to perfect evaluation law, etc. I hope that this thesis is useful to ethnic regional government performance evaluation theory.
