The Research For Modern Governance Capacity Of Ethnic Autonomous Region Governments

The current era is an era of governance,Lies in the comprehensive transformationof the economy and society,the single center management mode of the governmentsno longer adapt to the requirements of modern society.During the processing of publicaffairs emphasis on the participation and collaboration of the markets and socialsectors, so as to realize the modernization of government management,providing highquality of public products and public services for the society. The Ethnic AutonomousRegion Government which is an important part of national governance system is alocal government under the system of regional autonomy for national minorities.Tosome extent, the governance situation of Ethnic Autonomous Region Governments isan important embodiment of modern governance capacity.Strengthen the research ofEthnic Autonomous Region Governments management ability,is the furtherdeepening of Ethnic Autonomous Region’s public management and governancecapacity research,and has important theoretical significance and practicalsignificance to the development of the modernization of ethical regions.This paper first illustrates the related concepts,gives a clear definition of theresearching objects,and discussed the connotation, composition and evaluationstandards about modern governance ability on the basis of sufficient academicresearch results at home and abroad for reference,which laid a theoretical foundationfor modern governance capacity of Ethnic Autonomous Region Government statusquo analysis.At the same time, this paper summarized related theories aboutgovernment governance ability modernization through a series of theory combing tofurther enhance theoretical depth and persuasion of the research.Modern governance capacity of Ethnic Autonomous Region Government hasmany supportive government resources, market resources and social resources,andmade a lot of achievements in governance capacity for more than30years of reformand opening up,such as continued perfection of of the system of regional ethnicautonomy, continued improvement of the ability of public services, and remarkableincrease of the level of public policy, etc. Ethnic Autonomous Regions, however, dueto the deviation of government governance concept, the game between thegovernment interests,and the special governance environment, did not give full playto the limited government resources and which led many deficiencies in modern management ability.For example, the insufficient intergovernmental coordinationability, the inadequate government functions playing under the market conditionand the administrativization of social organization governance.Overall, the startingpoint of the modernization of Ethnic Autonomous Region Governments’governanceCapacity is low,the level of modernization is still in its infancy.What we need to do isto actively explore the construction paths to strengthen its modern governancecapability which basically has the following several aspects: Cultivating new type ofmanagement culture, perfecting institutional environment of Ethnic AutonomousRegion governance,shifting government functions of Ethnic Autonomous Region,strengthening the construction of e-government of Ethnic Autonomous Region.
