The Research On Governmental Executive Ability In Ethnic Region

To implement the party’s line, principles and policies and to carry out the decisions and resolutions of the National People’s Congress are the important duties for our government. The government’s executive ability plays a very important role during maintaining the existence and development of the institutions, which is the decisive force for the governmental organizations related to the development of economy, social and harmonious society. China is a multi-ethnic country where many problems existed in the local government’s executive ability by the influence of the Ethnic Nation, religion, economy, culture and some other factors in ethnic regions. Therefore, researches on how to improve the government’s executive ability in our ethnic regions become extremely necessary and urgent. This article discussed the actual situation of the government’s executive ability in ethnic regions and made a full recognition for their achievements, but it also followed with, in the process of the execution, some problems as that of the serious phenomena of drawing on the advantages while avoiding disadvantages, the strong sense of local protectionism, the highlighted failure implementations, the perfunctory implementations, the improper ways and methods of execution and the deep man-ruled complex, whose reasons above are mainly caused by the factors between the national government and the superior or the same level government in the aspects of interests pursuing, ineffective execution and monitoring, backward economic development, slow information transportation, low quality of the main executors and the special political and cultural environment. Later, in view of the specific situations of the ethnic regions, it put forward some strategies and advice to improve the executive ability of the local ethnic government from the aspects of establishing and strengthening the benefits coordination mechanism, perfecting the mechanisms of execution supervision, striving to foster the regional government’s implementation resources, heightening the quality of the civil servants in the minority areas and improving the ethnic political and cultural environment. The last part of the article is a conclusion that tried to refine the important summary from the height of the whole paper and to indicate a proper direction for the endeavors of further study to this subject.
