The policy of education is an important component of Chinese minority policy. The development of higher education in West China has great strategic importance of cultivating qualified talents with updated knowledge of modern science and technology. Minority Elites Training Program is a national education policy for cultivating professionals in the Western part of China where many ethnic minorities live. This program has trained a large number of qualified talents since its implementation. To a certain extent, the policy has achieved its original goal of fostering top talents for the Western China since seven years ago. This thesis illustrates the situations of implementation of Minority Elites Training Program and it discusses comments made by participants in this training program. Xinjiang Uygur Autonomous Region is a multicultural region with large numbers of ethnic minorities. Xinjiang is considered as a crucial port in the "Development of West China". Students from Xinjiang in Beijing are representatives in "Minority Elites Training Program" Based on questionnaires, interviews and unofficial discussions, this thesis presents a general background of those participants, various awareness of the ethnic education policy, situations of employment, and feedbacks from those students who are involved in this policy. As well, this research theoretically analyzes related policies, targeted groups, the implementation agencies and social environments. Furthermore, this paper attempts to find problems and to propose plausible solutions and suggestions. This program itself is aimed at benefiting ethnic minorities and local residents in Western China. It has positive effects of fostering top ethnic minority talents and stimulating cultural understandings. However, during the practical implementation process, there exist some problems. Therefore, the ethnic policy of education requires some timely adjustments in order to avoid negative impacts.
