Referring to the theory of unexpected public incident managements, the issues of country’s emergency management will be analyzed and discussed in the paper; as a result, optional countermeasures for the Chinese local governments to set up a complete and efficient public incidents management system will be provided.In the following paragraphs, the theories related to the public emergency management will be illustrated in the first place.
