Nowadays China is experiencing special social transformation. The number ofunexpected massive incidents explodes as a result of land acquisition and demolishing,enterprise reconstruction and environmental problems. Characteristics of theseincidents-Large-scale, diverse subjects and severe results, reveals chronic and invisiblesocial contradictions and problems, which in further, throws great impact on socialinstability. Theory and practice from both abroad and domestic studies have proved thatthe most effective way to solve massive incidents is to brew conflicts in the bud, andfully rely the grassroots functional departments, to research problems, resolve conflicts,and stabilize the emotion of stakeholders. In this paper, the writer sets Hong XingVillage events occurred in Jingjiang, Jiangsu Province, as a typical example, to analyzethe mechanism of massive incidents and the logic of evaluation, based on which thedecision-making system of local government generated. Moreover, local government isrequired to enhance its ability of dealing with massive incidents by providing speak outplatform, investigating in advance, reacting quickly, corresponding the aftermath. Thewriter tries to propose solutions such as improving the system of grass-rootsgovernment decision-making, opening consultative dialogue channels, enhancingtransparency of related information to prevent unexpected massive incidents. Localgovernment should focus more on prevent than control in order to achieve the goal ofprevent, solve and control unexpected massive incidents.
