The Construction Of The Government's Ability Of Emergency Management In The Unexpected Public Incidents

Nowadays,behind the rapidly developing modern society hide varieties of public crisis, besides, the forms of them is constantly changing, and the frequency of occurrence is higher and higher, which leads to destructive effects on the orderly social development, so handling the different kinds of unexpected public incidents has already turned into an important function of the government of every country in the world。In a short time we Chinese government has made remarkable promotion in the ability of emergency management, which gradually steps into standardized, scientific and leagalized stage of development, when they are handling unexpected public incidents, such as "Flood Relief in 1998", "Fighting against SARS in 2003", "Freezing Rain and Snow Disaster in 2008", and "Earthquake Relief on May 12th". However, in the economic and social transition process of our country,with the fade out of traditional government functions and the gradual establishment of market—based allocation of resources, the government still has the existence of the absence of functions in how to allocate public resources and handle unexpected public incidents, which particularly prominent in country—level grass—roots level of local government。This kind of absence often leads to the country—level govermment's lack of emergency reponse mechanisms in the early occurance of problems and crisis; which,to a certain extent, delays the best chance of handling crisis; what is reflected in a specific unexpected public incidents is the incapability of emergency management of country—level government, the absence of professional early—warning mechanism for the handling of information system and crisis, and that the government doesn't have extensively independent and permanent crisis—managing—and—harmonious mechanisms. I have my own urderstanding of defining the unexpected public incidents by studying the related theories of public crisis; I also expound the necessity of the government of performing emergency management functions by applying the principles of public management; besides, I analyse the problems existing in the emergency management of country—level government, and then put forward suggestions and solutions on how to improve the ability of managing unexpected public incidents。...
