Perspective Of Social Power Of Supervision Of The Citizen

With the acceleration of China’s modernization process, the supervision of the state power has attracted more and more attention. In addition to the power supervision of the inside system, the civil society of the outside system is a powerful social force of the power supervision. China’s power supervision of the civil society has made gratifying achievements in the years of development practice, the supervision scope is constantly expanding, the supervision carrier is vigorously developing, the supervision system is initially forming, and the supervision environment is becoming more and more favorable. However, in the backside of the remarkable achievement, the social force outside of the system will inevitably encounter a series of bottlenecks and barriers when playing the political functions of power supervision, such as the lack of independence of the supervision main body, the lack of full of the supervision process, the lack of coordination of the supervision way, and the lack of validity of the supervision result. The causes of these problems lie in the low development of the civil society, the absence of the social supervision laws and the lag of the construction of the civil culture. Synthesis of various factors and coupled with the traditional political culture and national conditions, the power supervision of the citizen society in our country exposed many problems. On how to improve and strengthen the strength of the power supervision outside the system, the foreign power supervision practice of the citizen social have provided us the very good enlightenments and references, such as the referendum vote supervision mechanism in France and the national public administration supervision liaison meeting in Japan and so on. These advanced foreign power supervision experiences tell us that strengthening the strength of our civil society, perfecting the mechanism of legal protection, promoting the construction of civil culture and building the orderly supervision network is the powerful way to promoting China’s power supervision of civil society.
