Since China’s reform and opening up,we established the concept that taking economic construction as the center. The scientific development concept boost the economic development,But it has also brought some negative consequences.one is that in this single achievement assessment under GDP,the local government aspires the GDP growth target,at the same time,it could ignore even give up other social goals.it will bring some social consequences.The beginning of this century, China’s central government was aware of the seriousness of the problem and emphasized the need to return the responsibility of the government, so promoted the social protection movement actively(The new rural pension insurance system,The new-type rural cooperative medical care system,The subsistence security system and The disability policy), began to pay attention to the development of livelihood of the people.The social protection system that is promoted by the government has piloted and been pursued,but the assume of this paper is that:as the central government is the policies maker and pusher, The local government is the performer, according to the explanation of public choice theory. The local government will appear different goal pursuit with the central government.So the local government will uncertainly carry out the social protection system. If the check system is changeless,the local government could has the different behaviors and pursuit the achievement view of GDP, so such of the social protection systems will not be executed actually.This paper attempts through the case study to verify above assumptions.Specifically,takes the Jurong country, under the jurisdiction of Zhenjiang city as the research object, the economic development is the medium level, it is the pilot area of the new rural cooperative medical system and the new agricultural insurance in Jiangsu province,in response to the requirements of the government,it has implemented the subsistence security system and preferential policies for disabled,so it is typical.The paper takes the investigation and study about the work in the new rural cooperative medical system, the new agricultural endowment insurance, the subsistence security system and the disability policy of jurong government and finds that the local government in the face of the four people livelihood policies takes focus on the fiscal support, system construction,and the propaganda work, but has different keynotes. The new agricultural endowment insurance has the short implementation time,so government pays attention to the organization construction, administrative promotion, basic platform construction, so as to ensure the participation rate. The new rural cooperative medical system has a long devement time,so government focuses on improving the service.The minimum living standard security system has some difficulties on the object of audit, The amount of the approved, dynamic management,so government pays attention to the management of program,funds and archives. Due to the particularity of the disabled,goernment focuses on rehabilitation service, skills training and the family of the non-barrier transformation.These reflect the local government behavior’s change,from paying attention to the economic to the harmonious development of economy and society. Meanwhile it analyses the causes of the change,finds the questions during the period of transition, and puts forward the countermeasures. The research of this case does not verify the above assumptions totally, the main reason is that the assessment mechanism and financial expenditure of the superior government have changed at the present stage, it obviously comes to be a gratifying conversion.
