Being the objects of the policy, the orphans are in need of economy, medicine, education and mental growth. Nevertheless, the new current lowest raising standard hasn’t been formed, medical rescue force is still of inadequacy and the items are limited which are difficult to meet the basic need. The fourth part is an analysis of the resources and operation of the policies for the object. At the beginning, it introduces the guiding principle of the security work. Then it analyses the model of resources that governments and non-governments raise and supply and the service delivery mechanism. In the last part, the writer summarizes the experience and enlightenment of the policies in developed countries and areas. Later, he puts forward suggestions for perfecting the policies in our country. First, implement definite objectives and establish policy systems according to them. Second, form professional service contingent to serve orphans directly. Third, establish assessment system of the security work and strengthen the training and inspection of the raising families. Fourth, appeal to social force to build harmonious environment to care for rural scattered orphans.
