Welfare Provision Research About Orphans And Disabled Children In The Perspective Of Social Welfare

Childhood is a critical period of the development of life. Provide children with necessary opportunities and conditions to survival, development, protection and participation, improve the level of child welfare, and play children's potential, which will establish an important foundation for the development of children's life. As a group of children with Chinese characteristics, although orphans and disabled children has been concerned by the party and the government, but also let people feel they are outside in the lives of ordinary people. Countries assume all responsibilities and obligations to raise them, whether the content and level of welfare,which child welfare agencies supply, has expanded and improved with the development of economic and social life.This paper uses qualitative research methods, including literature method, interviews method and observation method. Through the collection the related materials, and in the view of social welfare, author summarized the characteristics of the welfare supply in S welfare agency in Shanghai, and reflected the insufficient and problems of welfare provision to orphans and disabled children with the aspect of the policy system, function departments and agencies. Finally based on the analysis before, presented the provision improvement of the orphans and disabled children from the policy, function departments and agencies.
