Governance Of The Old District Of The City D Community

The 19 th National People's Congress pointed that the main contradiction in our country has evolved into a contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.Nowadays,with the economic and social development,people's needs for a better life are increasingly diversified.Concerning the aging of infrastructure,inadequate service products,difficulty in property management,lack of trust among neighbors,and people's indifference in the old districts of the D,a county-level city,in transition,more and more complaints about governance have emerged.Exploring an effective approach for governance is urgently needed.It is imperative to develop a strong community governance system.The article through theoretical research first determines that the community is not only the basic unit of social governance,but also an important platform for the party to lead social governance and a significant space for grassroots organizations in Party to strengthen their own ability and gather the energy of community governance in all aspects.Secondly,through literature and cases analysis,and in-depth research at the grass roots,we analyzed the governance elements of the community theory and local community status of governance,and the ways to solve problems,such as lack of community governance and non-core community governance,are found.Finally,it is concluded that governance in the old districts must establish a governance system,including leadership of Party,responsibility of related governance departments,social coordination,public participation and the law system.We must make good use of the core leadership role of grass-roots Party organizations in the system and achieve the positive interaction among governance,social regulation,and residents' autonomy.Eventually,led to the conclusion of proper the governance in old communities will be proper.
