The ancient Chinese society, population and land is an important resource of thecountry, and the household registration system is an important means to control thepopulation and land resources. The successive rulers according to the needs of thesituation at that time in order to prevent the population of free-flowing, floatingpopulation to the different levels of management. The Tang Dynasty was an importantperiod of transition for China’s household registration system, due to the destructionof the war, in addition to natural disasters, frequent other factors, resulting in thebarren land, people fades, social economic recession, the social productive forceshave been seriously damaged, many Rootlessness, running around,to flee their homes.For the large number of displaced persons fled households to return to the land, toprotect state revenue, recovery and development of the agricultural economy, the TangDynasty rulers based on agriculture, incentives and penalties, such as philosophy, tobe the management and supervision of the household registration the preparation ofthe floating population, which achieved certain results and produce different degreesof the Song, Ming and Qing Dynasties. Through a large number, citing a list ofcomparison example the legal measures of management of the floating population inthe Tang Dynasty, and the effectiveness of management philosophy and managementto understand, analyze, expecting some inspiration for today’s mobile populationmanagement innovation.
