At thesame time, along with the urbanization and the complication of social structure, themore economic losses had been caused.It become an important subject that how tohandle with the emergencies timely and effectively.This paper attempts to explore thecivil protection of victims rights.The first part of this paper mainly discusses the basistheory and the definition.The second part mainly discusses the main problems of thecivil protection of property rights of victims.In the third part,the suggestion has beenraised about protecting the property rights of victims.
