Along with the trend of the venial penalty which is been brought by thedevelopment of penalty humanitarianism, community correction as a kind ofnon-custodial correction enforcement mode, is being accepted and used by more andmore countries and regions. In February25,2011, the11th session of the nationalpeople’s Congress Standing Committee19th meeting examined and adopted thePeople’s Republic of China criminal law amendment (eight), provide for "implementcommunity correction in accordance with law", indicates that China’s system ofcommunity correction law formally established. This is the fully affirmed the trialwork of community correction in China, and it also takes further promote thedevelopment of community correction. Under the new situation that communitycorrection has now written to the criminal law, the theoretical study of theCommunity Correction should be more closely linked with practical work.I selected the community correction work in Zunyi City, Guizhou Province as aresearch object, and reviewed it from the perspective of empirical study. Apart fromunderstanding and analyzing the specific implementation of community correction inZunyi city, I propose feasible measures to improve the community correction in Zunyicity, hoping that the implementation of community correction could be more authentic,normative and effective.In addition to the introduction, the paper is divided into three parts. Part onediscusses the theoretical research on China’s community correction system as well asthe development of our practice. First of all, the systems theory includes basicconcepts of community correction, the basic theory of community correction andseveral theoretical concepts in the construction of community correction system.Secondary, I chose Beijing and Shanghai City which have achieved very good resultsin the trial process of China’s community correction as examples, describe someinnovative models that have already practiced. Furthermore, this section alsodiscusses the effect that the People’s Republic of China criminal law amendment(eight) has brought to the community correction. Part two is subject to the field investigation, Introduces the relevant basic system and some innovation establishedby Zunyi City after the start of the full trial. At the same time, I appraised andsummarized the research conclusion from two aspects of the issue, the achievementsand the problems from the process of implementation of community correction inZunyi City. Part three is based on the content of the first two parts, proposes somepracticable suggestions to improve and perfect the community correction institution,especially for Zunyi City.
