Since Industrialization and urbanization, a variety of problems only existing in the city have already started to emerge, and this type of problems is called the "urban disease". With the accelerated process of urbanization, the problem that the housing resource is in short supply gradually appears, which is one of the "urban diseases" and can not be solved in the short run. Worse still, this problem not only exists in regions or countries, but the whole world is faced with it. As a result of the different national conditions and policies, the housing problems are also different in different areas, some have been settled well, some badly. There is no state in the world that has announced in public that they have solved the problem satisfactorily up to now. But in China, the limited housing couldn’t meet the needs of people. High-income earners can afford the houses they want in the housing market. The middle-income group can barely solve the housing problem by themselves. However, these low-income people only gaze at the houses in despair.In the composition of China’s urban population, the low and middle income people constitute majorities who are commonly faced with a difficult housing shortage, which will lead to severe social problems if not handled properly. Our government should attach great importance to it.Throughout China’s housing security system, in which low-rent housing system can be more effective to solve the problem of how to ensure that every Chinese has a house to live in, especially those urban families with low-income. Since China put forward the concept of low-rent housing in1998, some effective laws relevant to it have been issued successfully and certain achievements have been achieved. But compared with low-rent housing legal system abroad, China’s is not yet mature enough. It is not only because there are only a few laws about it but also because the laws are not enforced effectively, in which case China is not as good as other countries and there are still many problems in practice.This paper first introduces the general theory of the low-rent housing legal system and expounds the concept and features of low-rent housing, as well as the main content of low-rent housing legal system. Secondly, it analyzes the development of foreign (region) low-rent housing laws, which will give some hints to China. Then it will comprehensively analyze the legal protection situation of our country’s low-rent housing to summarize the problems crying for solutions. Finally, it proposes the idea of building the legal system of China’s low-rent housing and make a few suggestions to further improve China’s low-rent housing legal system.
