Under the dual pressure surge of in energy demand and energy savings, the energy problemhas become a bottleneck of restricting the inland areas sustained, healthy development.Development and utilization of new energy sources is a priority. As a efficient, clean, high qualitymodern energy, nuclear power is not only an important means to solve the inland energy crisis inChina, but also our inevitable choice for the development of low-carbon economy. The strategicimportance of nuclear power as well as their development planning has amply demonstrated theinevitable trend of China’s nuclear power construction extends inland from the coast..Inlandnuclear power of construction projects is related to National Economy and people’s livelihood, thesite selection is not only the first step in the construction of nuclear power, but also a veryimportant step. The development of nuclear power, nuclear safety is the first. However, in theabsence of the Atomic Energy Act of backdrop, how to adhere to and improve site selectioncomplied with the due process and then, as far as possible, to avoid the risk of nuclear power plantson the natural and social environment, to promote the nuclear power safety and healthy of inland isthe focus of this paper.This paper, composed of four parts, adopts the theoretical and empirical argumentation. In theperspective of the due process, a comprehensive and systematic study on site selection on Chinainland nuclear power plants is the objective of this paper.In the first part, typical examples, triggered by the siting disputes on inland nuclear powerplants, lead out legal issues. This part first introduces the scientific standards for the siting of inlandnuclear power plants in China, and then analyze the case as an entry point, through two typicalexamples of practice and views of stakeholders to conclude that site selection on China inlandnuclear power plants needs due process to standardize.The second part expounds environmental information disclosure and public participation inthe legal process of site selection on China inland nuclear power plants. The part outlines the thesubject, content and procedures for Information Publicity on the disclosure of environmentalinformation, while analyze the subject, means and procedures of public participation in China.The third part describes environmental impact assessment of site selection on China inlandnuclear power plants. Respectively discusses the environmental impact assessment of the subject,content, procedures, and the results of publicly in environmental impact assessment issues such. The fourth part is the Government for approval and regulatory of site selection on Chinainland nuclear power plants. This part firstly introduces the EIA report of the examining andapproving authorities, the approval procedures and responsibility of government in the examinationand approval of the EIA report, and in government regulatory of site selection on China inlandnuclear power plants, the subject of regulatory, the Supervise and Management System, as well asresponsibility of regulatory and so are discoursed in detail.
